The only thing that the homeowner’s association can do is set up requirements and restrictions. They can also make approval of your system installation by a licensed Solar installer.
To be clear, the homeowner’s association may not prevent you from installing the actual panels on the roof. Furthermore, they may determine in their requirements the placement of the actual panels. They must also allow for the solar panels to face within 45 degrees of due south.
The association is not able to initiate any requirement that a system must be hidden out of site. They also are not able to require panels hide from view by a fence or trees. Furthermore , they cannot require install on a remote roof. This will generally violate the statute.
